has now been pointed out to the Governor of Hong Kong; and

that he is in consequence prepared to abate the amount of the

former estimate ($30,000) of the expected loss of revenue

by $7,000 or $8,000, thus arriving at an estimate of $22,000

or $28,000 in approximate agreement with the calculations of

this Office. Had account been taken here of the loss on

collections of postage in Hong Kong in respect of letters sent

to parts of the British Empire other than the United Kingdom,

the estimate of £2,100 would have been pro tanto increased.

The Postmaster General observes that in Mr. Thomson's

report to the Governor (paragraph 6) the privileged rate for

the letters of soldiers and seamen is stated to be 2 cents
